" said the singer to fans in a video speech. Seven-time nominee Olivia Rodrigo, 18, who burst onto the charts in January, was named New Artist of the Year. The choice of nominees was made on the basis of the Billboard music ranking, streaming and album sales, the broadcast of their songs on the radio and their engagement on social networks.
