A still unconfirmed video on Twitter shows a man trying to glue his head to the painting.
Another throws a can of red liquid over his head.
Both men are wearing T-shirts that say "Just Stop Oil."
Climate activists attacked the world-famous painting The Girl with a Pearl Earring at the Mauritshuis Museum in The Hague on Thursday.
The 1665 artwork by Dutch master Jan Vermeer was not damaged, according to museum officials.
“The police were notified and three people were arrested.
Our restorer has examined the condition of the painting.
Fortunately, the glass-covered masterpiece was not damaged,” the museum said in response to inquiries from the Reuters news agency.
The protest came days after climate activists threw mashed potatoes at a painting by Claude Monet at the Museum Barberini in Potsdam.
Shortly before, activists from »Just Stop Oil« had poured soup over Vincent van Gogh's painting »Sunflowers« in London's National Gallery.
In both cases the paintings were not damaged.
Dutch police said three people had been arrested at a museum, but gave no details.
The two men in the video were escorted by the police in further recordings.
