The situation on the Labor market since the start of the health crisis is not very encouraging ... This is what emerges from a study by the directorate of statistics of the Ministry of Labor, the Dares, on three different indicators scrutinized since the start of the coronavirus epidemic in France.

Unsurprisingly, the number of job seekers entering training literally collapsed the week that the confinement was decreed. This week of March 16, only 7,455 training registrations were counted by Pôle emploi. This represents a decrease of 56% compared to the week of the previous year. “ Many distance training courses exist but others, face-to-face and achievable in agencies, are no longer available given the situation. This partly explains this decline, ”explains the management of Pôle Emploi.

In the same way, the start of subsidized contracts - now Parcours Emploi Compétence - also plummeted. These routes intended for the most distant public from the labor market show a drop of 67% between the first and the second half of March. Entries in subsidized contracts have thus increased from 2,100 to 700. " This drop may partially reflect a slowdown in the activity of recording contracts by the ASP in the current context ," explains Dares.
Companies anticipate on average three months of difficulties
In addition, on April 1, 3.9 million employees were placed on partial unemployment. Thursday, this figure exceeded 4 million, announced the Minister of Labor, Muriel Pénicaud. In the details provided by Dares, this represented on average 419 hours of unemployment per employee (i.e. almost 12 weeks to 35 hours per week). Companies therefore anticipate on average three months of difficulties but can go up to a year. Note that a request for partial unemployment cannot, in theory, exceed a period of six months, renewable once under conditions.

By company size, 42% of employees in partial activity work in establishments with less than 20 employees, which represent 34% of private salaried employment. Conversely, those working in establishments with more than 250 employees represent 13% of employees in partial activity, while these establishments cover 20% of private employment.
In terms of activity sector, partial activity is mainly requested by establishments in the trade and repair of automobiles (21.4%), accommodation and restaurants (15.7%), construction (14.3%), and specialized, scientific and technical service activities (12.9%). The two regions having received the most requests for partial activity are Ile-de-France (20%) and Auvergne-Rhône-Alpes (13.2%), a proportion close to their share in private salaried employment (37%).
