At Palazzo Chigi a meeting between Prime Minister Giuseppe Conte and the majority delegation heads. The definition of the measures for phase 2 will be at the center of the summit. At 15 pm the delegations from Regions, Anci and Upi will then see.

ANCI'S REQUESTS - "We mayors, from the beginning of this emergency, have guaranteed collaboration with the government with a sense of responsibility and in a sincere spirit of solidarity between institutions - is the letter that the mayors have sent to Prime Minister Conte with their proposals in view of the control room -, which we believe is a duty. Today, confirming our loyal collaboration, we are claiming some measures that we believe are indispensable for starting phase two, for a real restart, that leaves no one behind. our usual concreteness ".

Know before May 4 the list of activities that reopen to take the necessary measures on mobility and transport, to adjust office and business hours, the correct use by citizens of public spaces such as parks, with possible indication age. It is the first request that the Anci will present to the Government , to which it also asks "clear and unequivocal indications on the correct use of the masks for the population and workers, ensuring availability in pharmacies at a fixed fixed price". "Full financial support for local public transport, including lower revenues from loss of ticketing and incentives for micro electric mobility, simplifications for the construction of cycle paths", is among the proposals of the Anci. "To predict that within the liquidity that will be made available by the EU to Italy with extraordinary financial instruments, a portion will be allocated to the Municipalities and Metropolitan Cities", is another request from the Anci.

"Improving the coordination of economic support measures - the Municipalities ask - for the numerous productive sectors hit hard by the emergency in order to ensure liquidity for all in a short time and effective support with particular attention to the tourism and seaside sector".

"To assure municipalities and metropolitan cities adequate resources for current expenditure in light of the impressive reduction in tax revenues - the ANCI asked again -, with particular reference to the elimination of tourist and occupation taxes on public land and the strong reduction of the Tari ". And it also proposes to "refinance the so-called shopping vouchers already paid by the Municipalities and to assign to the Mayors a ceiling of resources for income support closely linked to the social and economic effects of the emergency.

In a live Facebook, the president of the ANCI, Antonio Decaro , asked "to expand the baby bonus and the babysitter bonus, we asked to bring forward the opening of the summer camps with speakers and the private sector". "Regarding public transport, we asked to define the maximum capacity of buses and metro wagons: one meter distance cannot be said and the assembly cannot be prohibited. That is, if only people equal to the number of seats enter or if a quarter enters of capacity. "

"We are coming out of the health emergency, we are overcoming it but we are not coming out of the pandemic and the risk of contagion. And I am worried that maybe we all think that from May 4 we can go back to doing what we did before but in reality it is not so. We have to get used to living differently than in the past. We expect precise indications from the control room. On behalf of all the Italian mayors, I ask the government for precise information on transportation, on the use of masks, on where parents who return to work can leave the children. "

THE PROVINCES: INVESTING ON ROADS AND BRIDGES  - In view of the economic recovery, in view of the Control Room with the government, the Provinces ask for "the resources for a 2 billion investment plan on roads, bridges, tunnels and high schools". All with construction sites to be opened even immediately û specifies the president of UPI Michele de Pascale - when the safety conditions are guaranteed. To support this plan, a major simplification operation of the rules for public contracts and contracts is needed, in order to be able to start investments as quickly as possible, always striving together for legality and speed ".

"For the school, the provinces, which manage the 7,400 colleges, need certain indications" on their reopening, "to be able to immediately start reorganizing the buildings in line with the anti-Covid 19 indications so that they can be ready for the new one. school year. But we are also fully available to find solutions both to ensure that students with the possibility of taking oral tests in person, and to think about possible immediate needs ", underlined in a context of requests made by the Provinces to the government the president of Upi Michele de Pascale.

THE PREMIER CONTE INTERVIEW

We are working on the restart for the good of the country - "We are working to allow the restart of a large part of companies, from manufacturing to construction for May 4. We cannot continue beyond this lockdown: we risk too heavy a compromise of the socio-economic fabric of the country ". The premier Giuseppe Conte says it in an interview with Repubblica in which he anticipates the contents of the provision that will kick off the 'phase-2' and underlines that the return to school will be scheduled "in September". "We will announce this new plan at the beginning of next week at the latest - says the head of the government - The condition for restarting will be strict compliance with safety protocols, for the workplace, for construction and for transport companies. In compliance with these rigorous conditions, they will be able to reopen, already next week, though passing by the prefect's scrutiny and with self-certification, entrepreneurial activities that we consider 'strategic', such as works for prison, school construction and to counter the hydrogeological instability, such as pure production and industrial activities mainly devoted to exports, which risk being cut off from the interconnected production chains and international value chains ". "The plan we will present - he says - will be very complex because it will also contain a more general revision of the rules on social distancing. Revision of the rules, I want to clarify it immediately, does not mean abandoning the rules". On the topic of self-certifications, he explains: "We are not yet in a position to restore full freedom of movement, but we are studying a relaxation of the current, stricter restrictions. We will make sure to allow greater movements, while maintaining all the guarantees of prevention and to contain the infection ". He said to the EU and NATO allies concerned about the aid coming from Russia and China: "Our positions in foreign policy do not change, they certainly cannot depend on the pandemic". On Berlusconi's hypothetical external support, he comments: "I appreciate the support, but it is good that the roles remain distinct".
