Citizenship income: INPS, ready to sue, 1.2 million cases rejected

1,215,251 (27.87%) were rejected

The Institute explains this by responding to the Brothers of Italy.

There are 605,277 (13.88%), the practices in forfeiture due to the lack of the requirements currently being used. And 123,816, (2.84%), are the practices revoked, due to lack of requirements from the origin. INPS collaborates with the law enforcement agencies, reporting situations worthy of investigation. To protect work and in the interest of its employees, INPS reserves the right to file a complaint.

For the disbursement of the income from the firm, INPS "carried out all possible checks on the basis of the legislation in force throughout the national territory, applying the law". This was stated in a note by the same institute, replying "

by INPS and the alleged malicious connivance of INPS employees in the 'disbursement of Citizenship Income ".

In more detail - explains the Institute reserving the right to file a complaint - the personal requisites (citizenship and residence) have been verified: this type of control, which is the exclusive competence of the Municipalities, is carried out with the collaboration of INPS which makes available to the Municipalities a dedicated platform implemented with the information flows from the Institute (i.e. the applications submitted). In any case, the Institute has promoted to the Government a proposal to amend the legislation to strengthen its powers of preventive control, especially on the personal requirements, before the payment of the service. Income requirements have also been verified: these requirements are checked by INPS on the basis of self-certified data in ISEE and validated by the Revenue Agency.Also the capital requirements: the consistency of the movable assets is controlled by INPS on the basis of ISEE self-certifications, validated by the Revenue Agency. Durable goods also occur: following the preparation of all the technical procedures necessary for data exchange and the favorable opinion of the Privacy Guarantor based on the relevant legislation, the agreement with the ACI for massive and synchronous control is active. relating to the possession of durable goods in compliance with the provisions of the law. The agreement also allowed INPS to check the amounts even backwards and subject all the beneficiary groups to verification in 2019 and 2020. INPS, in the event of non-fulfillment of the requirements, has revoked or forfeited the relative performance. Inps also verifies theabsence of convictions INPS carries out sample checks on all self-certifications made at the time of the application, based on the relevant legislation, by means of requests to the local offices of the criminal record, except for investigations by the police with which the Institute collaborates constantly. For a massive data exchange, an agreement is being finalized with the Ministry of Justice which also requires the prior modification of the existing IT procedures of the Ministry itself. In addition to the ex ante controls carried out on the basis of management procedures, INPS also carries out targeted anti-fraud controls. The monthly anti-fraud checks are structured in such a way that the "at risk" instances are intercepted before the payment of the service.
