Police officers and firefighters found two bodies on the Ruhr in Essen.
A police spokeswoman said it was still unclear whether the two people died of natural causes or through violence.
She also initially gave no information on the identity of the dead.
According to the spokeswoman, the police and fire brigade were actually on duty early in the morning to look for a senior citizen who had been reported missing.
A helicopter was also used.
It was initially unclear whether one of the bodies was the missing person.
Editor's note: An earlier version said the bodies were found at Lake Baldeney. The police later specified the locations, so the bodies were discovered in the Ruhr, near the lake. We have corrected the positions accordingly.
