The 58-year-old chief inspector had appeared at demonstrations by corona deniers, denigrated the German state and spread conspiracy stories.
The superiors suspended him from duty and filed a disciplinary complaint against the man.
Now the administrative court in Hanover has ruled that the commissioner may not return to work.
The presiding judge at the administrative court in Hanover said that a police officer had a duty to commit to the free-democratic basic order and that he had a special relationship of service and loyalty to the state.
"Your behavior is incompatible with that," said the judge, addressing the chief inspector.
The judge said the policeman was clearly associated with the "Reich Citizens" movement.
In an application for a citizenship card, the 58-year-old named “Prussia” as his country of birth and handed in his identity card.
"You question the legitimacy of the state," the judge said.
»Reich citizens« deny the existence of the Federal Republic of Germany and do not recognize its legal system.
The police officer from Hanover, who has been in the police force for more than four decades, introduced himself as the chief inspector at a rally in August 2020 and asked his colleagues to feel more committed to their conscience than to obedience in the Corona situation.
He also performed in other cities, including Berlin.

The judge emphasized that the 58-year-old had previously been a "good official" but was no longer acceptable.
He recognizes "anger, but also some need for recognition" in the man.
"You are allowed to be angry and you are allowed to criticize," emphasized the judge.
But what doesn't work is "rambling" about alleged secret military operations, bunkers under Berlin airport or the Stuttgart train station where migrants are housed, or denigrating the federal government as a "regime".
The 58-year-old dismissed this as "bar talk".
He said he applied for a citizenship card because he wanted to emigrate to the Caribbean island of Curaçao - he was dissatisfied with many things in Germany.
In the application, the parentage is queried, his grandfather came from Prussia.
The judge corrected: It is not the parentage that is asked, but the man's country of birth - the Federal Republic of Germany.
The chief inspector stuck to it: he would continue to comment on grievances, he was not guilty of anything, he did not consider the corona measures to be constitutional – he would not resign.
His attorney declined to comment on the verdict.
