Following the reform of the territorial administration of the State (RéATE) in 2010,

 "which consisted in creating regional directorates which respect the ministerial perimeters and departmental directorates which aggregate resources from several ministries"

, the civil service territorial has lost more than 11,700 full-time equivalents (ETPT) in ten years, or 14% of the initial workforce.
