Yet this is what the financial magistrates have just done in their scathing report, made public on Tuesday, on the workforce of the territorial administration of the State.

Following the reform of the territorial administration of the State (RéATE) in 2010,
"which consisted in creating regional directorates which respect the ministerial perimeters and departmental directorates which aggregate resources from several ministries"
, the civil service territorial has lost more than 11,700 full-time equivalents (ETPT) in ten years, or 14% of the initial workforce.

departments "operate only by means of short contracts which make their holders precarious and disrupt the services"

Very often, deplore the financial sages, the deletions have been decided without
"reflecting on the distribution of the effort according to the reality of the needs of each region"
in order to
"preserve historical balances unrelated to the evolution of the population or activity”
.
Ministries, including Ecology, and social portfolios, have essentially brought the cuts to their departmental services, and not to the regional directorates.
