Clear words those pronounced by the general secretary of the FLP, the Federation of workers and public functions, Marco Carlomagno, on the sidelines of the conference that the body promoted in Palazzo Baldassini, in the capital, on the Pnrr.

"Crucial node", he continued, during the event - which was attended, among others, by the Deputy Minister of Labor Maria Teresa Bellucci, the Undersecretary for the Economy Lucia Albano and the President of INPS Pasquale Tridico - is represented by the lack of personnel: effective personnel, in fact, "is on average 50% lower than the number of personnel, and lower than all the countries of the European Union".

As for the Municipalities, "there is more than a third of the staff expected in the workforce and only 1% is under the age of thirty, while more than 20% is over sixty. And the thing does not change much in the central administrations , in health care and in the school itself, where massive recourse has been made over the years to precarious work to cover the appalling shortages of staff",

'Sorry notes', according to Charlemagne, also with regard to salaries and professionalism, because in the Public Administration "on the one hand we have to deal with career paths that are still largely blocked, and with the lack of valorisation of personnel and, on the other , with low salaries, not in line with the required tasks, and unattractive for new hires".

A "bleak" picture, added the secretary of the FLP, which "comes from decades of divestment and impoverishment of our Administrations. In Europe, we are the country that invests the least in public personnel, only 9.5% of GDP, very behind France (12.3%) which, historically, has an important tradition in the recognition of public functions, but even less than Spain (11.5%), Portugal (10.9%) and Greece 10.3%)" ,

The secretary did not hesitate to place the emphasis on the "unholy political action", which consisted, over time, in "the blocking of 'turn-over', aging personnel, lack of training, scarce digitization, in low salaries" and so on "has caused a reduction in the levels of effectiveness and efficiency in the provision of public services and in the quality and timeliness of the actions of the offices and, consequently, great difficulties in achieving some fundamental projects of the Pnrr".

The top management of the Flp then argued that "the recruitments of recent months, although speeded up and simplified, are not sufficient in number to cover the enormous staff holidays, they are largely temporary and therefore precarious,

For Charlemagne, therefore, "further legislative interventions" are not needed, but to proceed towards "true administrative simplification" to make the National Recovery and Resilience Plan advance towards the set goals.

Finally, during the conference, with a video message, the Minister for Public Administration Alberto Zangrillo expressed his "full willingness to start a discussion on what needs to be done. We need to team up, stay together, each with their own prerogatives ", but working "as a team for the good of our country", he said.
