In a resolution of December 13th, the federal and state governments stipulated that the

.
Therefore,
from December 24th to 26th,
the closest family circle can meet with four people beyond their own household - with the exception of children up to 14 years of age - even if this means more than two households or five people over 14 years of age
.
The closest family circle includes grandparents, parents, children, siblings, spouses, civil partners and partners in a non-marital partnership as well as their household members.
Normally, contact is currently limited to your own household and one other household with a maximum of five people.
However, the government leaves it to the federal states to adapt these regulations depending on the local infection rate.

Baden-Württemberg
: Meetings with four people from the closest family circle who go beyond their own household are allowed.
In private cases of hardship, one of the four people may come from outside the immediate family circle - for example, if this person would otherwise have to spend Christmas alone.
If you want to celebrate Christmas with close friends or acquaintances, you no longer have to adhere to the usual rule of a maximum of five people from two households.
This does not apply to spouses, civil partners (registered civil partnerships), partners in a non-marital partnership and direct relatives, i.e. grandparents, parents and children - then there may be more than two households, but not more than five people.
The relaxations only apply to meetings in private rooms from December 24th to 26th.
There is also a nightly exit restriction between 8 p.m. and 5 a.m.
Bavaria
: Private meetings are allowed with members of your own household as well as with members of another household, as long as the total number does not exceed five people;
children under the age of 14 belonging to these households are excluded.
Instead, all members of your own household can meet with four people who go beyond their own household and belong to the closest family circle plus children under 14 years of age belonging to their household.
The regulation applies from December 24th to 26th.
There is also an exit restriction from 9 p.m. to 5 a.m.
Berlin
: In the capital, there are three ways to celebrate in the closest circle: Either only with people in your own household, with a maximum of five people from different households (not including children up to 14 years of age) or close relatives.
In the latter case, a person and the members of their household meet with up to four direct relatives or siblings as well as their households and children.
Brandenburg
: From December 24th to 26th, private meetings with members of your own household and with up to four other people from close family and friends can take place without a limit to the number of households.
Children under the age of 14 are excluded.
Bremen
: On the Christmas holidays from December 24th to 26th, in addition to the existing rule of a maximum of five people from two households, one household and four other adults from the closest family circle are allowed to meet.
Hamburg
: Meetings in close family circles are allowed at Christmas.
Between December 24th and 26th, a household of a maximum of four close relatives may be visited - including spouses and life partners, parents, children and siblings.
Children up to 14 years are exempt from the rule.
For meetings with people who are not close relatives, the usual rule of a maximum of five people from two households applies.
Hessen
: Your own household can meet four people from the closest family circle in the public space on the Christmas holidays.
Children up to 14 years are not counted here.
The rule also applies if more than two households or five people over 14 years of age come together.
Meetings with friends at Christmas in public spaces are limited to a maximum of five people from two households.
The government urges that these rules also be followed at private celebrations at home.
Mecklenburg-Western Pomerania
: In the period from December 24th to 26th, meetings are also possible in which up to four other people take part in addition to the people in your own household.
However, this only applies to the nuclear family, i.e. spouses, registered partners, life partners, children, grandchildren, great-grandchildren, parents, grandparents, great-grandparents or siblings along with their household members.
However, the upper limit of four visitors may not be exceeded.

Lower Saxony
: Between December 24th and 26th, a household may receive a maximum of four members of the closest family circle and steady partner.

North Rhine-Westphalia
: In addition to your own household, another four people from the closest family circle may join you between December 24th and 26th.
Children up to 14 years are not counted.
Rhineland-Palatinate
: Between December 24th and 26th, a meeting in public space with members of your own household and another household of up to five people is allowed.
Instead, you can meet with people in your own household and up to four other people from your immediate family - even if this means that more than five people over the age of 14 or more than two households come together.
Children up to 14 years are not included.

Saxony-Anhalt
: In Saxony-Anhalt a household can meet with up to four other people from the closest family circle - spouses, civil partners and partners in a non-marital partnership as well as straight relatives, siblings, siblings and their respective household members - but from two other households at most.
