On Thursday evening, 26 people were slightly injured in a fast food restaurant in the Lower Saxony district of Osterholz.
According to the police, an 18-year-old is said to have accidentally sprayed pepper spray.
"People who were in the restaurant complained of respiratory irritation," said a police spokesman.
Two people were taken to a hospital.
The incident happened on Thursday evening in Osterholz-Scharmbeck.
A message was received in the evening, the spokesman said.
The fire brigade, the police and the rescue service then arrived at the restaurant.
The police seized the man's pepper spray.
He is now being investigated for dangerous bodily harm.
