Palestinians, in all Arab countries, are residents devoid of rights relative to other citizens, and in many cases devoid of civil and human rights. In Lebanon, Syria, Egypt, Kuwait, the United Arab Emirates – they can at best receive temporary residency.
In Lebanon, for example, they are forbidden to bring construction materials into the refugee camps and to engage in dozens of professions. Even in Jordan, although most Palestinians hold Jordanian citizenship, they are considered inferior to the rest of the kingdom.
Why? Because the Arab world is united to protect the issue of the Palestinian refugees.
If the Palestinian refugees are absorbed into an Arab country, what Jews define as "assimilation" may happen to them – they may assimilate and forget their destiny: the "refugees" narrative will erode. For example, if they come to Lebanon, within 30-20 years they will be part of it, Lebanese in every respect.
Lebanon fears that in such a case they may occupy key positions and also be a burden – the Palestinians are not a productive society, and they will seize local education and welfare budgets. As long as you "work in being a refugee" - there is UN support in budgets and financial support from various European countries.
The Palestinian leadership raises money all over the world for the refugees, including the PLO. The Palestinian refugees have no interest in becoming a productive society.

Who wants to keep these refugees? The Arab regimes, as well as the Palestinian leadership, because only in this way will they be able to continue negotiations with Israel and receive aid from many countries around the world under this excuse of the refugees.
The ultimate goal is to leave the Palestinian refugees as an existing problem, so that when the time comes, when they want to negotiate with Israel, there will be great leverage and as many people as possible who are defined as refugees.
Then they will receive more money for each refugee, and the demand for a right of return from the State of Israel will be greater.

And there is also the symbolic dimension here – Israel has taken the houses and lands and is not allowing it to return to implement UN Resolution 194, and to return to the houses and lands registered in their names in the Israeli archives and the Ottoman and English archives.
