Mohammed Mogouchkov, the man who fatally stabbed a teacher at a high school in Arras (Pas-de-Calais) on Friday, was no stranger to the intelligence services. The 20-year-old had been under close surveillance by the Directorate General of Internal Security (DGSI) since the end of July. The measure was taken after the discovery of links with people in the Islamist movement, considered "objectives" of the domestic intelligence service.
